FCC Seeks Public Comments on Emergency Communications |

In response to the Congressional directive to prepare a study to assess Amateur Radio’s role in emergency and disaster communications and the impact of private land use regulations on the amateur community’s ability to provide such communications, the FCC issued DA 12-523 soliciting comments from the public. The period for public comment runs until May 17, 2012.
Please visit www.arrl.org/ccr-study-information for details about types of information needed by the ARRL.
“As part of the study contained in Public Law No. 112-96, the Commission has opened a 45 day period for comments to be filed on the issue,” said ARRL Regulatory Information Manager Dan Henderson, N1ND. “Because of the short deadline for the study to be completed and presented to Congress -- before the end of August -- the ARRL and the amateur community must quickly mobilize their response.”

It is with great sadness that we report that Assistant Section Emergency Coordinator (ASEC) 5/7/8/9 Joseph J. “Joe” Imburgia, Jr., KI4LXT, passed away on the evening of February 28 as the result of an apparent heart attack. Joe had served as vice president and currently was president of the Middle Peninsula Amateur Radio Club in Gloucester County plus had served as District Emergency Coordinator for District 7 (Peninsula and most of the Middle Peninsula). He stepped up to the ARES ASEC for Districts 5, 7, 8, and 9 position (all of southeastern Virginia) about three years ago. He was very active in the Army MARS program holding a position in that organization that is similar to the VA ARES Section Emergency Coordinator position. He was also very active in several different public safety related councils and organizations always ready to “sell” amateur radio to government and other organizational leaders. He will be missed by many here in Virginia. |

On behalf of the ARRL Virginia Section Management (SM), and the Section Emergency Coordinator (SEC), many thanks to everyone who helped provide much-needed emergency communications and other support before, during, and after Hurricane Irene. Your preparation, hard work, and long hours have helped keep our localities in touch with emergency and medical services, with shelters, and with the Virginia Emergency Operations Center (EOC). Fortunately, the storm did not cause as much damage as was originally expected. We hope everyone is safe, with little or no damage.
We would like to hear from you and hear your story on how you helped your community. Please send your story, including locations and names, along with high-quality, high-resolution photos, to Rick Ross, Virginia Section Public Information Coordinator (PIC). Your submitted information will be combined into an article for release to the media.

The Virginia Department of Emergency Management (VDEM) was very grateful for the support that the amateur radio community has provided during the past few days. Chris Bruce, K9CLB, the VDEM Amateur Radio Liaison, expressed his appreciation in the email below:
Everyone,
Please pass on to everyone that participated in the Amateur Radio activation over the weekend that I feel they did a great job and thank them for all of the time and effort that they put into the response...
This was an excellent opportunity to show the capabilities of Amateur Radio and I feel that everyone put forth an amazing effort and should be very proud of the job they performed...I know I am proud to be a part of the Amateur Radio Community in Virginia...
Also, if anyone has any pictures of Amateur's in action during the storm could you please forward them to me...
